May, 1913, worked 218 hours overtime and 22 contracts and several minor works have been under his full charge, the aggregate estimate for these works being $258,000 and the moneys actually expended

$120,000.

In these circumstances I venture to repeat my

recommendation that Mr. Carpenter and ir. Xavier should be granted

a bonus at the rate of £8 per mensem for the period from the 22nd. August to the 31st. December, 1912. The amount which lapsed to

the Treasury out of last year's Estimates of persunal emoluments in the Public Works Department was $2,478: and, with your approval, I would propose to defer the consideration of the question of further overtime worked by the officers concerned during 1913, until the year closes. It is probable that I shall then have to make a recommendation to you for an increased bonus to ir. Carpenter in consideration of his work on the roads in the New Territories to which he has devoted a great deal of overtime during Saturdays and Sundays during the current year.

I may add that every care is taken only to submit proposals for the payment of bonus in really exceptional

cases and I would submit that these are such cases.
